"In compliance with the new laws, the NYPD intends to put as much priority to ticketing an idling violation as to any other summons. At this time City agencies and the vendor of technology are working to re-program hand-held computers to ticket vehicles that exceed the three-minute idling law citywide and the one-minute idling law in school zones. Now classified as both a moving violation and a parking violation, idling tickets carry a maximum find of $115 that attaches to the vehicle rather than the driver. Oce the current technology delay is over, which is expected within a month, 3000 NYPD traffic agents will be on-the-street timing and writing tickets to drivers who idle."
